Yes, turtles need a water heater especially for areas with ambient/room temperatures that go below 70°F. Since turtles are ectothermic (cold-blooded) animals, they use the temperature of their environment to regulate their own.
Will the water heater hurt my turtle?
In general, the heater won’t burn the turtle as long as the hot part is under water. The heat dissapates very rapidly in the cool water. A turtle can, however, break a glass thermometer by biting it.
